The first "High Value Patent Service Alliance" was established in Guangzhou

“Good quality is a prerequisite for business and industry development.” China’s intellectual property (IP) industry has been on a fast growth track over the past three decades, with the number of patent applications steadily increasing. China has been leading the whole world in terms of the number of patent applications for many consecutive years. However, the quality of patent applications remains low. Only by improving the quality can China highlight the important role of IP in innovation-driven development and boost economic development. Therefore, the CPC Central Committee and the State Council of China place great importance on the improvement of patent quality. In 2014, the General Office of the State Council issued the 2014-2020 Plans for Deepening the Implementation of National IP Strategic Action, which proposed to achieve a balance between patent quantity and quality. The State Council later issued the Guidelines on Accelerating the Development of China into an IP Powerhouse Under New Situations, which pointed out that China should enhance the added value and international influence of Chinese IP, improve patent quality, and cultivate core patents. The 2016-2020 Plan for IP Protection and Applications issued by the State Council in 2016 also put IP quality improvement high on the agenda. The China National Intellectual Property Administration introduced a number of measures to improve the quality of patents in terms of patent application, agency, examination, protection, and applications.
 
Patent services are important in the IP creation chain, and patent agency quality and performance determine the patent application quality. To support the goals of developing potentially valuable patents, bringing together excellent patent agencies, and providing quality patent services for innovators, the High Value Patent Service Alliance was established at the Guangdong-Hong Kong-Macao Greater Bay Area Intellectual Property Trade Expo on November 13, 2019. The alliance consists of eight local patent agencies in Guangdong, namely Guangzhou ACIP, Guangzhou Huaxiang Zhixin, Shenzhen Talent Intellectual Property, Jiaquan IP Law, Guangzhou JUNCY, Shenzhen Junzhiquan Intellectual Property Agency Co., Ltd., Scihead Intellectual Property, and Shenzhen Visbo Intellectual Property Agency. The purpose of the alliance is to foster innovators and empower them with IP.
 
The alliance is the first of its kind in China initiated by patent agencies. After its establishment, the alliance will work out a convention and service standards to improve the patent quality and fuel the innovation-driven development. Xie Hong, Deputy Director of the Guangdong Intellectual Property Protection Center, said that patent agency services are important in the social innovation system, but many patent agencies are acquiring customers with low rates, and their practices have significantly harmed the industry reputation and the interests of patent holders. The Center will throw its weight behind the alliance as its establishment is a significant milestone in Guangdong’s patent service industry, Xie added. According to the head of Guangzhou Huaxiang Zhixin, one of the initiators of the alliance, the establishment of the alliance is a result of the self-discipline of the industry, and the alliance will be open to more agencies dedicated to providing high-quality patent agency services and contribute to improving the patent quality in China.
